Understanding how governance professionals in public organization develop the competences they require to adapt to the complexity and conflict in their job can provide insight into the steps needed to facilitate this process. Since most of the development is done informally on the job, HR could be a relevant stakeholder in supporting the development of competences such as independent judgement. Considering the emotional costs of steep learning curves under pressure, we do not recommend them as a teaching tool, but do promote the exchange of these experiences so that more professionals can reflect on and learn from them, even if vicarious.
